1. Context

Institutional Background

The Sudanese Embassy in Egypt serves a large population of Sudanese nationals, requiring consistent communication, accessible services, and clear institutional representation.

At the time of engagement, communication was largely fragmented, with limited digital presence and inconsistent public-facing messaging.

The project formed part of a wider institutional transformation aimed at improving public service delivery through digital platforms, integrated communications, and online services.

The transformation coincided with a significant increase in demand following the displacement of large numbers of Sudanese nationals into Egypt, placing exceptional pressure on communication, public information, and service delivery.

The initiative was undertaken during the largest surge in consular demand the Embassy had experienced in recent years, requiring communication systems capable of supporting substantially increased public enquiries, service requests, and digital access while maintaining operational continuity.

The Embassy faced a series of structural communication challenges that limited public accessibility, service efficiency, and institutional consistency. Citizens relied heavily on in-person visits, digital services were limited, institutional messaging lacked consistency, and communication channels operated independently rather than as part of a coordinated public communication system.

3. Role

My Role

As a member of the institutional transformation committee, I contributed communications and digital strategy expertise alongside government advisors, technical specialists, and Embassy leadership, helping translate institutional objectives into coherent public-facing systems, services, and communication experiences. My involvement spanned the transformation from committee planning and implementation through platform launch and continued operational support, providing continuity as the digital ecosystem expanded.

My role encompassed:

The transformation required coordinating multiple stakeholder groups while introducing new digital ways of working and delivering public services.

As with many institutional change initiatives, concerns centered on unfamiliar workflows and maintaining service continuity during the transition.
Although executive sponsorship remained strong, successful adoption depended on helping internal teams transition confidently from established manual processes to digital service delivery.
Externally, many citizens continued to visit the Embassy in person even after successfully using the new website, social media channels, and e-services portal, reflecting understandable caution toward a new service model.

Takeaway

When strategy, digital services, stakeholder engagement, and execution are aligned, communication becomes an essential driver of public trust, service accessibility, and institutional effectiveness.
